REGULATORY OVERVIEW
Key timelines the Private Healthcare Facilities Ordinance (Cap. 633):
Clinics operating on or before 30 November 2018

Eligible to apply for provisional and full licence from 13 October 2025 – 13 April 2026
- Must submit declaration and supporting documents confirming operation before 30 November 2018
Clinics commencing operation after 30 November 2018
- Required to apply for a full licence
- Application accepted from 13 October 2025 onwards
A clinic may apply for a Letter of Exemption if it meets all of the following conditions:
- Not a day procedure centre (no scheduled medical procedures performed)
- Operated as a sole proprietorship, company, or partnership with no more than 5 directors or partners, all being medical practitioners and/or dentists

No medical practitioners or dentists other than the operator(s) serve the clinic

Locum arrangement:

Not exceeding 60 days per each sole proprietor/ partner/ director per year

Not exceeding 180 days in total for all partners and directors per year
